The INS
Sector Support/ Air Operations Facility
consists of four masonry and steel
utility buildings (Facilities
Maintenance Shop, Vehicle Maintenance
Garage, Electronics Shop, and an Air
Operations Facility) totaling 93,000
square feet; helipad concrete pavement
totaling more than 115,000 square feet;
and vehicle concrete pavement of almost
266,000 square feet.
The 30,408
SF Vehicle Maintenance Shop included
secure access, gas and diesel fuel
island, rinse facilities, wash rack, and
utility building, truck refueling
facility, and high bay maintenance areas
with overhead bridge crane, and
specialized systems including vehicle
exhaust removal system and compressed
air.
Environmental issues included the
remediation of lead contaminated soils
of three abandoned firing ranges on the
former U. S. Navy site. Over 30,952 tons
of lead contaminated soil was processed,
far in excess of the RFP identified
quantities. |

Multiple environmental issues had
delayed the planning and procurement of
the project for over ten years. These
included site protection of areas of
endangered “Otay Mesa Tar Plant” and
vernal ponds. Construction included a
900’ long by 20’ wide storm drain
corridor through a Fish & Wildlife
agency protected zone requiring
coordination with multiple local and
state agencies and a national pollutant
discharge elimination system (NPDES)
permitting process through the
California Regional Water Quality
Control Board.” |
